About the client

PM Stahl s.r.o. is a Slovak family-owned company specializing in industrial assembly of steel structures, with 10–12 internal employees and a network of 27 external fitters working on a rotation basis on construction sites in Germany. The company manages workers with various qualifications (welding certificates, specialized training, work clothing), assigns them company vehicles and accommodation, and tracks their performance on specific projects. It operates under both Slovak and German legislation simultaneously.

The challenge

Before Modulario, PM Stahl combined Excel, Alpha+, WhatsApp, and Google Calendar — tools that could not coordinate during cross-border rotational assembly. The defining feature of the business is operating in a regulated cross-border environment, where every posted worker requires a series of mandatory documents and reports for both countries:

• A1 documents (social security certificate), Freistellungsbescheinigung (German exemption from withholding tax), vehicle authorizations were issued manually in Word — for dozens of workers this meant days of administration each month and a risk of date and data errors
• Monthly German hour reports (Stundennachweis, Stundenauflistung) were compiled manually from worker paper sheets — repeated errors when rekeying hours
• Project and worker planning ran in Excel — when a rotation changed, who was going where and who was returning had to be updated manually
• Qualifications and certificates (welding tests, OHS training, business licenses) lacked a central overview with expiry alerts
• Vehicle fleet — who is assigned which car, where it is, its condition, authorizations
• Accommodation for workers in Germany was handled via WhatsApp and email without cost visibility
• Absence reporting (sick leave, vacations, time off) without digital records — complex calculation into German reports
• Tool and welding equipment storage — no overview of who had what tools and where they were

The solution

Security, roles, and GDPR

• GDPR filter — all worker overviews are hidden by default, displaying personal data is conditioned on entering search criteria, every search is logged in the event log, and data is stored exclusively in the EU
• Granular roles (RBAC): Jednatel (full access), Technik (projects, tools, vehicles), Backoffice (HR, finance, contracts), Montér (access only to own records — attendance, Stundennachweis, assigned tools)
• Two-factor authentication for management roles
• OCR/AI extraction — scanning/photo of ID cards, A1 forms, and other documents with automatic data extraction
