The Strategy Database (Databáze strategií) administered by the Czech Ministry of Regional Development (MMR ČR) is a nationwide register of strategic public-administration documents — from central-government strategies through regional and county plans to municipal documents. It serves officials, evaluators, and the public for searching, comparing, and assessing the fulfillment of strategic goals across the country.

The challenge

Strategic public-administration documents are hierarchically interlinked but historically existed in different formats and registries. Key challenges:

• Hundreds of strategic documents from various authorities without a unified structure — strategic areas, goals, specific goals, measures, activities, indicators
• Missing connections between a document, its goals, fulfillment indicators, and evaluation reports
• No methodological support for drafting new documents — authors worked without templates
• No central overview of strategic goal fulfillment across territories and competencies
• Public consultation, approvals, and version locking ran outside the system

The solution

Modulario delivered the Databáze strategií platform with interconnected data structures covering the entire life cycle of a strategic document:

• Hierarchy of the strategic document — strategic documents, strategic areas, strategic goals, specific goals, sub-goals (dílčí cíle), measures, activities, projects/project intents
• Indicators and evaluation — fulfillment indicators, evaluation reports (creating new ones and uploading existing ones), evaluation report status, strategic maps
